"STERLING" and "PATENTED OFFICIAL SOUVENIR P.P.I.E." are stamped into the back of the handle, along with touchmarks for the Robbins Co.

Comments
The staid and simple design of this spoon features the roundel of the Panama-Pacific International Exposition of 1915. It was held in San Francisco to celebrate completion of the Panama Canal, built by the United States from 1914 to 1914. Pocket watches and commemorative coins with this design were available for sale at the Expo.
The touchmarks appear to be those of the Charles M. Robbins Co., founded in 1892 by Charles M. Robbins (1856-1929). Robbins retired in 1910, but the business continued as the Robbins Co. until merging with The Tharpe Co. in 2007.
