"NEW ORLEANS" is in the bowl. “A.M.HILL / PAT.APRIL 25’91 / STERLING” are on the back of the handle where it joins the bowl.

Comments
The spoon shows a pelican (the Louisiana State bird) on a nest atop a bale of cotton. An alligator is below the New Orleans banner. Above the images, stairs lead up a monument-type base, which becomes a columnar handle. At the top is a figure of a Confederate soldier. The flag to the right seems to be a Confederate flag. The one on the opposite side is less-well defined and may be an American flag. This same image appears on other spoons associated with Confederate states and people, notably Robert E. Lee.
A. M. Hill was a retailer of jewelry in New Orleans.
